This guy is just bad, why even start a game if you cannot just put a peg.
Personally, I give 100% effort no matter who my opponent is. If they are ranked lower than me, I want to shut down the possibility of an upset as soon as possible. If they are ranked higher, I want that upset. Some people slack off in those situations. That is not a winning strategy.
I am pretty sure White resigned a winning position this game. It might be hard to prove. I don't see a good answer to |13.p16 ... maybe there is one; I just don't see it.
It might be interesting to have TwixtBot analyze all the Twixt games on LG and pick out what it thinks are resigned winning positions. I wonder how common it is. Then again, that might be mean.

Nobody can improve by resigning, it is always sad for me to see that.
I am sure that you are far better than this, the key is to try, to fight and maybe you gonna find some moves.
It is not even a question of winning or losing, if you resign everytime you imagine you are behind in a game, you cannot improve.
