Both |13.r20 and the actual |13.s19 are 100% connectable to the bottom. I think they have the same susceptibility to Black adding to its line at r21 and s23 if he feels like it. I don't see a difference to the south.
But |13.s19 is more likely to help in the off chance of some line coming down from the north. Maybe there is no real chance of that, but it's not worth analyzing, as it's clearly better exposure to the north.
For instance after 21.e10 what is going on?
