In my opinion 28.h3 was not a bad move. After that move I knew I would not be able to connect the top from the left side but at the same time I was in a bad position in the center because you would play n4 somehow. I thus needed an extra peg in this area to support my run for a connection in the center. I could get it by "forcing" your moves on the left and getting the j5 peg that would have been so important would you have played n4. I wonder if 32.e4 would not had been a stronger move for black ?

For example 25.i12 26.g9 27.h9 28.i9 OR 25.g12 26.f15 27.i13 28.f19
If 23.i12 24.h11 25.h10 26.g9 and white does not stop L12 from connecting to the N16 group.
